Preston is a regular run for us and one of the more varied patches we cover. Over recent invoiced weeks PR postcodes were second only to the Blackburn and Burnley belt for site visits — and the work there looks different from East Lancashire, because the housing does.
Preston is a city rather than a mill town, and it has the mix you would expect. The centre has Georgian and Victorian stock around Winckley Square and Avenham, much of it in conservation areas and a good deal of it listed or converted into flats and offices. Handsome buildings, and ones where external cable routes need thinking about rather than just running.
Out at Fulwood and Penwortham the picture changes completely: interwar and post-war semis and detached houses, generous plots, driveways and garages. That is where most of our Preston work actually is, and it is a different kind of work — EV chargers, garden office supplies, outbuilding power, kitchen and extension rewires rather than compliance certificates on old terraces.
Then there is the student belt around UCLan in PR1, which brings the shared-housing compliance work, and the newer estates out at Cottam, Ingol and Broughton, which are generally well wired and mostly need additions rather than repairs.
Fulwood and Penwortham plots mean detached garages, workshops and — increasingly since 2020 — garden offices. It is probably the most-requested job in our Preston diary, and it is one where the quotes people receive vary far more than they should.
The reason is almost always earthing. Most Preston properties are on a PME supply, where the earth comes from the incoming cable rather than a rod. BS 7671 restricts exporting that earth to an outbuilding where there are extraneous conductive parts — a metal-framed or metal-clad garage, or one with a water supply. Where the restriction bites, the building needs its own earth electrode and a TT arrangement, which adds £250 to £450.
A timber garden room with nothing metallic in contact with the ground is usually straightforward. A steel-clad garage with an outside tap is usually not. If a quote for a detached metal garage makes no mention of earthing at all, ask about it before accepting — it is not something to discover with the trench already open. Regularly — it is one of the more common Fulwood and Penwortham jobs. Expect £700 to £1,100 for a basic detached garage supply and £1,200 to £2,000 for a garden office done properly with its own sub-board. The thing most quotes miss is the earthing: on a PME supply you cannot always export the house earth to an outbuilding, and where you cannot, it needs an earth rod and a TT arrangement. We check that on the survey.
An EICR every five years, a copy to tenants within 28 days and remedials within 28 days. If it is a licensable HMO, socket circuits also require AFDD protection under BS 7671:2018+A2:2022 — a requirement rather than a recommendation, and the item most often absent from older boards.
Not for internal wiring. It matters for anything visible externally — cable runs on a front elevation, meter boxes, EV charge points — and in a listed building it may need consent. We plan external routes to be discreet and flag anything requiring consent before we start rather than after.
Sometimes, but it needs checking first rather than after you have bought the charger. A 7kW charger draws continuously for hours, which is a significant addition to a 60A supply. Depending on the property the answer may be load balancing, an upgrade request to the DNO, or a lower-rated charge point. We establish which before you commit.
